You can spray the surface of the medium yes, and plant - Really is one of our favourite products for indoor and outdoor application. I just find that some genetics dont favour neem.

As a rule of thumb, NEVER bring outdoor plants into your indoor environment. -- IMO If you absolutely have to, if this is the only genetic you have , Id suggest: Spray with Pyrol at 20ml/1L underneath the leaves mainly. Keep a Bioneem program running after that to suppress anything that made it through round 1. -GG
