Serious reparations are due to those ganja farmers (and their families) who have to put up with being on the butt-end of herbicide sprays and terrible jail sentences. While I couldn't possibly get behind only allowing cultivation in a single area, I think there are ways of adapting that (only allow commercial-scale recreational growing in a certain area for the first 5 years?) to make it have similar benefits for those farmers without completely ruling out everyone else's ability to produce homegrown, hehe.
