It's like saying you are allowed as much gold bullion as you want, but you are not allowed to buy it. Where should I get my gold then? Steal it? Defraud? Black market? The whole point behind the constitutional courts ruling is to decriminalize cannabis on a private level. The proposed bill seeks to recriminilize it. The bill stinks of ambiguity all over the place. So much so that it's going to be difficult to prosecute anyone with it. I just dont think it will withstand constitutional muster. My 2c doesnt really answer your Q though...
